The order followed a voluntary industry shutdown and was designed to conserve grain during an international food shortage. It is a temporary allocation instrument, not a permanent whiskey standard.
The order capped beverage-spirit grain use at each eligible distilling plant, used a formula combining base-period use and daily mashing capacity with a 6,000-bushel minimum alternative, prohibited wheat, required reports, and supplied plant-specific quotas. It was effective from December 31, 1947 through January 31, 1948.
