Controlling evidence for the exact August windows and the non-corn limitation. It demonstrates that later retrospective 10-day/5-day shorthand was not exact for every release.
WFO 141 generally restricted grain use for beverage spirits and corn use for ethyl alcohol, then stated the August exceptions and an August 1 effective date.
“Unless otherwise authorized by the Director, no distiller shall use grain or grain products for the manufacture of distilled spirits for beverage purposes,” provided that for registered distilleries, non-corn grain beer entering the beer well “after 12:01 a. m., August 1 and until 11:59 p. m. August 6” could be distilled for beverage purposes; qualifying industrial alcohol plants received a corresponding window “after 12:01 a. m., August 1 and until 11:59 p. m., August 3.”
