This amendment consolidates the earlier order and supplements and makes the lower-proof high-wines restriction explicit.
The amended M-69 defined high wines as grain spirits below 190 proof and, effective November 1, 1942, prohibited beverage use or allocation of high wines produced on or after that date unless the War Production Board specifically authorized or directed it.
