Argument and contribution

Roberts traces Wyoming's prohibition enforcement failures and corruption controversies into a mixed post-repeal arrangement: state wholesale control, privately operated retail, and local allocation of licenses. This is a detailed regional institutional history, not a controlled national consumption study. Court files, legislative journals, newspapers, commission minutes, correspondence and retrospective memoirs supply traceable evidence. Original archival items were not independently retrieved in this pass. Present-tense claims describe the 2012 article, not verified current law.

  • PDF4–10 / printed391–397: federal and state agencies; 1915 removal authority; Carey, William Ross and Nellie Tayloe Ross; Toy/Wyckoff resignations, Loomis removal, Hazen and Wachtel allegations/resignations. Resignation under suspicion is not conviction. Ross's political costs are attributed interpretations.
  • PDF11–19 /398–406: divided repeal sentiment, 1927 still-possession felony, failed attempts to abolish/fund-cut agency, Irving investigation. Early arrests of Japanese/Mexican men document targets; author's inference about legislative intention needs separate evidence.
  • PDF20–24 /407–411: Irving convicted in1930, eighteen months and fine; four other convictions reversed1931 because a single overarching conspiracy was not proved. Do not collapse indictment, acquittal, reversal or dismissal into guilt. Reported payoff tariffs are case evidence, not national averages.
  • PDF25–29 /412–416: confiscation/fine totals measure enforcement activity, not consumption prevalence; contrasting editorials reveal opinion, not representative surveys.
