After Henry T. Rainey’s December 5, 1932 repeal resolution failed, its state-convention mechanism was restored to the Senate measure on February 15, 1933; the Senate approved the measure on February 16; and the House approved it 289 to 121 on February 20. The resulting joint resolution required ratification by conventions in three-fourths of the states.
