The paired amendments replaced the former authorization and monthly-quota regime. Wheat, certain corn, rye, feed-recovery, reporting, and enforcement provisions remained, so December 1 marks the end of total-use allocation rather than the disappearance of all regulation.
WFO 141 Amendment 4 deleted the order's operative distilling-control paragraphs effective 12:01 a.m. eastern standard time December 1, 1946; WFO 141-1 Amendment 3 simultaneously allowed distillers to use grain or grain products subject to continuing commodity-specific restrictions.
