The 2009 manufacturing law expanded eligible counties and enabled a revival built through local zoning, federal licensing, adaptive reuse, equipment makers, consultants, visitor experiences, contract or shared production, and a distillers guild. The new ecosystem was institutional rather than a collection of isolated startups.
