The Agriculture Department amended WFO 141 immediately after WPB M-69 ended. The order prohibited beverage-spirit grain use unless the Assistant Administrator authorized it and retained reporting and feed-recovery requirements.
“Unless authorized by the Assistant Administrator, no distiller shall use grain or grain products for the manufacture of distilled spirits for beverage purposes.” The amendment became effective at 12:01 a.m. eastern war time on September 1, 1945.
