September 1, 1945–November 30, 1946
United States
The period reveals continuity beneath administrative transition: WPB's wartime distilled-spirits order ended, but grain scarcity immediately shifted control to Agriculture rather than restoring an unrestricted market.
Both boundaries are verified in complete Federal Register issues. WFO 141 Amendment 1 became effective September 1, 1945. WFO 141 Amendment 4 and WFO 141-1 Amendment 3 changed the regime effective December 1, 1946. A Senate account independently describes Agriculture's allocation administration during the interval.
Beginning September 1, 1945, the Agriculture Department prohibited grain use for beverage spirits without authorization and administered the postwar allocation framework. Fixed total-use controls ended December 1, 1946, though narrower grain restrictions remained.
