December 31, 1947–January 31, 1948

The order shows that postwar whiskey production did not simply return to an unrestricted peacetime market. Federal conservation policy briefly reached into individual distilling plants, controlled grain quantities, prohibited wheat, and tied quotas to prior use and mashing capacity.
The complete operative order and Appendix A are verified on Federal Register pages 8879–8881. Public Law 395 and Executive Order 9915 are part of the authority chain but are not required to support the order's exact terms. Treat any post-January 31 extension or voluntary continuation as a separate event.
A one-month Department of Agriculture order imposed plant-specific grain quotas on beverage distillers, prohibited wheat, required reports, and published each eligible plant's allocation.
