Research Notes
Doran’s letter was printed in the Congressional Record on January 23, 1930, page 2235. It says permits did not limit companies to rye or bourbon. Treat the total as an allotment basis, not proof of completed output, and do not convert the list into a permanent roster for all of Prohibition.
