The order tightened the January mobilization regime by converting covered high-proof capacity from a preferred wartime use into an express non-beverage restriction, while leaving lower-proof high wines to be addressed separately.
The complete order is verified at 7 Fed. Reg. 1128. Scope depends on M-69’s contemporaneous definition of distilled spirits as 190-proof-or-higher corn- or grain-derived alcohol; do not describe this event as the final prohibition on all lower-proof beverage-spirit production.
M-69 Supplementary Order No. 3 took immediate effect, barring beverage use of covered 190-proof-or-higher grain-alcohol production capacity and directing that capacity to industrial and specified wartime uses.
Editorial use
Use as the middle step between the January 15 capability restriction and the November 1 extension to high wines.
Scope boundary
This order targeted the production capacity covered by M-69’s high-proof definition. It is not the final legal endpoint for all beverage-spirit production.
