Describe FACA as an interim New Deal control structure, not as the later Federal Alcohol Administration created by statute in 1935.
The timing shows that post-Repeal federal administration was being assembled before ratification was formally completed.
On December 4, 1933, Executive Order 6474 established the Federal Alcohol Control Administration under Title I of the National Industrial Recovery Act. The order authorized FACA to coordinate federal alcohol taxation, control, and regulation and to administer relevant codes, marketing agreements, licenses, and rules.
