On December 4, 1933, President Franklin D. Roosevelt issued Executive Order 6474 establishing the Federal Alcohol Control Administration under Title I of the National Industrial Recovery Act. FACA coordinated federal alcohol taxation and regulation and administered relevant codes, marketing agreements, licenses, and rules during the immediate post-Repeal transition.

FACA is not the Federal Alcohol Administration created by statute in 1935. Avoid implying that every later FAA power originated unchanged in the 1933 order.
Executive Order 6474 directly creates and empowers FACA; TTB’s institutional history independently identifies it as the interim bridge used during the rapidly legitimizing industry’s transition.
